Singurul aspect pe care textul de compromis nu l-a solu\u021bionat a fost stabilirea locului \u00een care va fi \u00eenfiin\u021bat\u0103 autoritatea european\u0103. \u00cen prezent, numeroase state membre sper\u0103 s\u0103 fie luate \u00een considerare \u0219i se preg\u0103tesc s\u0103 intre \u00een cursa pentru g\u0103zduirea autorit\u0103\u021bii. Potrivit raport\u0103rilor, <\/span><a href=\"https:\/\/politico.us8.list-manage.com\/track\/click?u=e26c1a1c392386a968d02fdbc&amp;id=b91d9793d2&amp;e=0c1de183c9\" target=\"_blank\" rel=\"noreferrer noopener\">Austria<\/a><span class=\"stk-highlight\">, Fran\u021ba, <\/span><a href=\"https:\/\/finanzen.hessen.de\/presse\/frankfurt-applies-to-host-headquarters-of-new-european-anti-money-laundering-authority-amla?utm_source=POLITICO.EU&amp;utm_campaign=9f23ea2d01-EMAIL_CAMPAIGN_2022_10_31_06_15&amp;utm_medium=email&amp;utm_term=0_10959edeb5-9f23ea2d01-190936162\" target=\"_blank\" rel=\"noreferrer noopener\">Germania<\/a><span class=\"stk-highlight\">, Italia, Letonia, Lituania, Luxemburg \u0219i Spania \u0219i-au exprimat disponibilitatea \u0219i se consider\u0103 potrivite pentru a g\u0103zdui AMLA. \u00cen iulie, Curtea European\u0103 de Justi\u021bie<\/span> <a href=\"https:\/\/curia.europa.eu\/jcms\/jcms\/p1_3819976\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">a decis<\/a> <span class=\"stk-highlight\">c\u0103 stabilirea sediului agen\u021biilor UE este o competen\u021b\u0103 ce revine \u00eentregului aparat legislator european, nu doar Consiliului. Astfel, Parlamentul va fi parte a procesului decizional pentru stabilirea sediului AMLA.<\/span><\/p>\n<p><strong><span class=\"stk-highlight\">Comisia European\u0103 a adoptat Raportul de evaluare a riscului suprastatal (SNRA)<\/span><\/strong><\/p>\n<p><span class=\"stk-highlight\">Vineri, 28 octombrie 2022, Comisia European\u0103 a adoptat un nou <\/span><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:52022DC0554\" target=\"_blank\" rel=\"noreferrer noopener\">raport<\/a> <span class=\"stk-highlight\">referitor la evaluarea riscului de sp\u0103lare a banilor \u0219i finan\u021barea terorismului (ML\/TF) care afecteaz\u0103 pie\u021bele interne \u0219i este legat de activit\u0103\u021bile transfrontaliere. Raportul nu numai c\u0103 analizeaz\u0103 riscurile curente privind ML\/TF \u0219i propune ac\u021biuni cuprinz\u0103toare pentru a le trata, dar evalueaz\u0103 \u0219i stadiul implement\u0103rii recomand\u0103rilor f\u0103cute \u00een rapoartele anterioare, emise \u00een 2017 \u0219i 2019. Referitor la sectorul nefinanciar, raportul SNRA se concentreaz\u0103 pe principalele sl\u0103biciuni legate de mascarea beneficiarilor reali. \u00cen ceea ce prive\u0219te furnizorii de servicii, inclusiv profesioni\u0219tii din domeniile financiar \u0219i fiscal, raportul avertizeaz\u0103 c\u0103 \u201einfractorii pot profita de cuno\u0219tin\u021bele lor specializate \u00een materie de servicii de consiliere privind \u00eenfiin\u021barea \u0219i gestionarea structurilor\u201d. Potrivit documentului, ace\u0219tia \u201ebeneficiaz\u0103 cel mai mult \u00een urma activit\u0103\u021bilor de cre\u0219tere a gradului de con\u0219tientizare, instruire \u0219i supraveghere sporit\u0103\u201d.<\/span><\/p>\n<p><strong><span class=\"stk-highlight\">Misiune FISC \u00een Elve\u021bia<\/span><\/strong><\/p>\n<p><span class=\"stk-highlight\">Eurodeputa\u021bii din subcomisia pentru chestiuni fiscale (FISC) a Parlamentului European<\/span> <a href=\"https:\/\/www.europarl.europa.eu\/committees\/de\/fisc-mission-to-bern-switzerland-\/product-details\/20221027CAN67466\" target=\"_blank\" rel=\"noreferrer noopener\">s-au deplasat<\/a> <span class=\"stk-highlight\">la Berna, \u00een Elve\u021bia, \u00een perioada 3-4 noiembrie 2022. Delega\u021bia, din care au f\u0103cut parte pre\u0219edintele subcomisiei FISC, Paul Tang, \u0219i eurodeputa\u021bii Evelyne Regner \u0219i Kira Peter-Hansen, a avut \u00eent\u00e2lniri cu membrii Comisiilor pentru afaceri economice \u0219i fiscalitate din cadrul Consiliului Na\u021bional al Elve\u021biei, delega\u021bi ai Departamentului federal de finan\u021be \u0219i administra\u021bia fiscal\u0103 federal\u0103, precum \u0219i cu<\/span> <a href=\"https:\/\/twitter.com\/paultang\/status\/1588197785299320832\" target=\"_blank\" rel=\"noreferrer noopener\">p\u0103r\u021bi interesate<\/a> <span class=\"stk-highlight\">din sectorul privat \u0219i societatea civil\u0103. Printre altele, <\/span><a href=\"https:\/\/www.europarl.europa.eu\/cmsdata\/256213\/FISC%20Delegation%20Trip%20to%20Switzerland%20-%20November%202022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">agenda<\/a> <span class=\"stk-highlight\">acesteia a inclus discu\u021bii cu privire la reac\u021bia Elve\u021biei la investiga\u021bia Pandora Papers ce vizeaz\u0103 companii fictive \u0219i informa\u021bii privind beneficiarii reali, reformele fiscale na\u021bionale care trateaz\u0103 schemele fiscale agresive \u0219i evaziunea fiscal\u0103, precum \u0219i progresul implement\u0103rii Pilonilor I \u0219i II ai acordului stabilit de Cadrul Incluziv al G20\/OCDE.<\/span><\/p>\n<p><strong><span class=\"stk-highlight\">8 noiembrie \u2013 \u0219edin\u021b\u0103 a Consiliului pentru afaceri economice \u0219i monetare (ECOFIN)<\/span><\/strong><\/p>\n<p><span class=\"stk-highlight\">Urm\u0103toarea <\/span><a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/ecofin\/2022\/11\/08\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u0219edin\u021b\u0103<\/a> <span class=\"stk-highlight\">a Consiliului ECOFIN va avea loc la 8 noiembrie. Pe <\/span><a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/CM-4994-2022-INIT\/en\/pdf\" target=\"_blank\" rel=\"noreferrer noopener\">agenda<\/a> <span class=\"stk-highlight\">\u0219edin\u021bei se afl\u0103 discu\u021bii privind impactul economic \u0219i financiar al conflictului din Ucraina. \u00cen ceea ce prive\u0219te fiscalitatea, va exista o discu\u021bie, \u0219i posibil un acord politic, cu privire la p\u0103r\u021bi ale Directivei \u201eEurovignette\u201d de aplicare a taxelor la vehiculele grele de marf\u0103 pentru utilizarea anumitor infrastructuri. O discu\u021bie pe tema propunerii pentru directiva de implementare a ratei minime de impozitare globale de 15% pentru companiile multina\u021bionale mari (Pilonul II) nu este prev\u0103zut\u0103.<\/span><\/p>\n<p><strong><span class=\"stk-highlight\">Declinarea responsabilit\u0103\u021bii<\/span><\/strong><\/p>\n<p><span class=\"stk-highlight\">Acest buletin de \u0219tiri con\u021bine informa\u021bii despre politicile fiscale europene \u0219i evolu\u021biile colectate din documente oficiale, audieri, conferin\u021be \u0219i pres\u0103.
